Patrick --

Budgets are a reflection of values. Budgets force us to make choices.

*Here’s the choice we need to make now: we must move funding out of the
NYPD into vital social programs.*

Years of police reforms in New York City have failed to bring real
accountability--even in cases of appalling acts of police brutality.
Incremental change has failed to put an end to disproportionately
aggressive policing in communities of color. And the repeated, excessive
use of force against peaceful protesters over the past two weeks only
proves how broken policing remains in our city.

Meanwhile, we are slated to make deep cuts to the social programs that are
vital to maintaining the health and safety of our city. Schools, youth
programs, public hospitals, job training programs--all are slated to endure
cuts in the upcoming budget.

The numbers are striking. The proposed budget cuts the Department of Youth
and Community Development by 32%, while cutting the NYPD by a fraction of
1%. This is unacceptable.

There is no shortage of ways to make meaningful cuts in the NYPD, including
through a hiring freeze, cancellation of the upcoming cadet class, cutting
overtime, and cutting non-essential services like PR and advertising. We
can save by taking police out of mental health response and homeless
outreach, and by taking officers off salary when they commit misconduct.

The funds NYPD cuts would free up can be invested in the kinds of programs
that help make our city safer and healthier: school social workers, job
training, mental health & addiction services, community healthcare,
afterschool programs, support for struggling small businesses, and,
importantly, summer youth employment.

One thing is very clear - as we reallocate resources from the NYPD to our
communities, we must make a commitment to focus a large portion of these
funds to programs that support the underprivileged youth of New York City.

I hope you will join me next Tuesday for a community Q&A with Khary
Lazarre-White - Executive Director & Co-Founder of The Brotherhood/Sister
Sol (Bro/Sis)

- to discuss what we can do to invest in programs that are working to
uplift young adults in the city and what you can do to help. (More
information on how to sign up below)

The time for deep, significant cuts to the NYPD is now. It’s key to
building a fairer, healthier, more just--and yes safer--city.

Stay safe,

Mark
