A Note from Assembly Member O'Donnell

With spring here and summer on the way, there are a number of exciting events coming
up in our community, from street fairs to outdoor concerts to my annual Community
Reading Challenge! This year's Challenge (my 10th Annual!) is currently in full
swing, but there's still time for readers in grades pre-K through 8 to participate!
See the boxes later in this Monthly Update for further information about the Challenge
and other community events.
Additionally, my annual Cell Phone Drive is coming up. Last year we collected almost
60 phones to benefit Secure the Call, an organization that provides cell phones
for emergency use to seniors and victims of domestic violence. Starting June 1st,
if you or your family have unwanted cell phones, please feel free to drop them off
in my Community Office to help this wonderful organization.
I also wanted to share a quick thank-you to all who participated in my Book Drive
this year. We collected over 2,000 books-more than twice the number collected last
year! These books have been donated to the nonprofit organization Project Cicero,
which distributed them to underserved New York City public schools and libraries.

In legislative news, I have recently introduced bills to address two specific education
issues that have come to my attention. As the only Manhattan member of the Education
Committee, I pay close attention to education-related issues affecting our city
and state, and always welcome input from community members on issues of concern.
The first bill, A6058a, was drafted in response to the City Department of Education's
recent issuance of a Request for Expressions of Interest (RFEI) from developers
to tear down three Manhattan schools and replace them with luxury high-rise apartment
buildings. The schools, including P.S. 191 and P.S. 199 on the Upper West Side,
would be relegated to a few floors in these residential buildings, and current law
requires no community input before this plan can be carried out. I introduced A6058a
to change this and require developers to undergo the Universal Land Use Review Procedure
(ULURP), as well as full review by Community Education Councils. Under ULURP, which
nearly all other transfers of public property must undergo, proposals are evaluated
by the City Planning Commission, the Community Board, the Borough President, and
the City Council.
My other bill, A6059, relates to student privacy. Many of you may have already heard
that the State Education Department (SED) has contracted with inBloom, Inc., to
create a statewide student database, meaning the state has already handed over its
students' personally identifiable information. This highly detailed dataset includes
names, addresses, test scores, disciplinary records, and Individualized Education
Programs (IEPs). The data will be stored "in the cloud," despite the fact that inBloom,
Inc. has admitted that it cannot guarantee the information's safety. This is an
outrageous breach of privacy, and my bill, A6059, would require parental consent
before such data could be released. If we wish to ensure that our school systems
are designed to serve our children and families, we must fight to make their voices
heard in decisions like these, and indeed, all important school-related decisions.

RECYCLING EXPANSION IN NYC!

NYC's recycling program has expanded! ALL hard plastics are now accepted, including
plastic containers (plastic bottles, yogurt cups, margarine tubs, plastic clamshell
and other plastic takeout containers), plastic food service items (plastic cups
& utensils), and bulky plastic items (plastic toys, laundry baskets & furniture).
Non-rigid plastics are still not accepted, including plastic foam products; plastic
bags and wrappers; and squeezable plastic pouches and tubes (such as baby food pouches
and toothpaste tubes).

COMMUNITY READING CHALLENGE!

This year's Tenth Annual Community Reading Challenge kicked off on April 15th! This
year's theme is Dignity for All and will celebrate the diversity and culture of
our neighborhood. For the challenge, students in grades pre-K though 8 will be provided
with a book list, reading log, and a list of suggested activities and events that
Assembly Member O'Donnell hopes will stimulate conversation on diversity. These
materials can be picked up at the Assembly Member's Community Office, located at
245 West 104th St., or at any of the following participating libraries: George
Bruce, Morningside Heights, or Bloomingdale.
The Challenge will culminate in three book festivals. On May 9th at George Bruce
(4 - 5PM), May 16th at Morningside Heights (4 - 5PM) and May 17th at Bloomingdale
Library (3:30 - 4:30PM), join us for gatherings filled with food, prizes like free
books and bookstore gift cards, special author guests, and lots of fun!
