As this forum thread demonstrates, it does make a difference:

So, in this case, 'es_ES' worked while 'es-ES' did not.

On my machine (MacOS X, PHP 4.3.5rc1), 'es_es' does also work, so it may
not be necessary to have the country code in upper case letters.
