[geeklog-translations] UTF-8 Code files

My 2 bits:

Keep the UTF-8 in the title. In the some cases, there are similar
encodings for different languages: eg EUC-JP and EUC-KR (Japanese and
Korean). Having the encoding is useful to some users - some users are
fairly computer literate, and it shouldn't be a problem in the case of
Chinese to have a UTF-8 in the title if it starts with "Traditional" or
"Simplified" etc. Also, in the case of Japanese there is no fundamental
difference between different language encodings as there is in Traditional
and Simplified Chinese, so you need Japanese-UTF-8, Japanese-EUC,
Japanese-SJIS, etc.

Sam, if you do the Japanese file into UTF-8 as well that would be a great
help.
