  Update PLG_getItemInfo for Article and Pages to return info if user has access to view draft items

For #1023. Since PLG_getItemInfo is used to check security of comment for item. Need to allow draft articles and pages be returned for users that can actually view them to make comment functions work properly when admin viewed an actual draft item
