*Hearing on the PANYNJ Bus Stations *The City Council’s Committee on
Transportation will hold an oversight hearing on “Oversight – Examining the
State of the Port Authority’s New York City Bus Stations, Progress of
Renovations, and Impacts on Surrounding Communities”. Please make sure you
fill out a witness slip on the desk of the Sergeant-at-arms if you wish to
testify. If you plan to bring written testimony, please bring at least 20

*Hearing on Ensuring English Language Learners Receive Appropriate
Educational Services and Res. 388* The City Council’s Education Committee
will hold an oversight hearing on “Ensuring English Language Learners
Receive Appropriate Educational Services” as well as to consider Res. 388.
This hearing would examine the current supports and services for ELLs as
well as the impact of implementation of the new Common Core standards on
ELL students. We invite members of Community Education Councils, parents,
students, educators, advocates, and all other stakeholders and interested
members of the public to testify at this hearing. Testimony will be limited
to 2-3 minutes per person to allow as many as possible to testify. Although
the hearing starts at 1pm, the Administration (Department of Education), as
well as other witnesses (such as elected officials) have been invited to
testify and answer questions from Council Members at the outset, so we do
not expect to hear from others until sometime after 3pm. Please make sure
you fill out a witness slip on the desk of the Sergeant-at-arms if you wish

*Park West *Policy Forum *February Meeting: Housing* Daniel Marks-Cohen,
Vice President Housing Partnership Development Corporation, will present
the New Broadway Plan which proposes to rezone portions of Broadway from W.
125th to W. 155th Streets to build 3,000 units of new housing in West
Harlem. With mandatory inclusionary housing, 50% or 1,500 apartments would
be permanently affordable. When completed, this would be the largest
creation of affordable housing in Manhattan since 1959, when Baruch Houses

*Harassment in the Halls: A Conversation About Teen Sexual Harassment and
Violence* Join us in honor of *Teen Violence Awareness Month* to explore
the persistent problem and learn how some amazing advocates are jumping in
to stop it! The developers and producers of *Slut*, Katie Cappiello and Meg
McInerney, alongside youth organizers and activists Jennifer Loubriel and
Imade Ojo from Girls for Gender Equity and Destiny Mabry from Day One come
together for an honest conversation about the everyday acceptance of
violence in schools that should be anything but "normal." Research shows
that approximately 85% of girls and 76% of boys report sexual harassment as
a part of life at school, and 20% of adolescent girls experience dating
violence. Teens, parents, teachers, and advocates are welcome to join the

*The R3 (Real *Rent *Reform) Coalition* is a city-wide coalition fighting
to improve the rent laws, has begun having its monthly meetings in
different parts of the city. This year is a big one for tenants since the rent
crisis is worse than ever and we need put massive pressure on the
legislature and the governor. The January meeting will be in Northern
Manhattan, since Northern Manhattan has a huge percentage of rent-regulated
tenants. 1199 is supporting this effort as well. We would like to have as
major a participation as possible. So far, the Barack Obama Democratic
Club, Riverside Edgecombe Neighborhood Association (RENA), Mirabel Sisters,
and Community Boards 9 & 12, will be co-sponsoring the meeting together
with the R3 Coalition. We need to all unite, since the Republicans are in
control of the Senate, we need a huge effort to improve the rent laws! The
meeting will be held at 99 Fort Washington Ave. (btw. W. 163rd & 1644th

*Malcolm X “Rock Those Reads” Literacy Across Harlem Day is a day on which
we ask Harlemites to carry reading materials proudly and publicly as an
example to all of the power of reading. This month we will remember Malcolm
X, a voracious reader who used both his book knowledge and his street
knowledge to fight for justice here in Harlem and beyond. Community members
young and old will gather in front of the Hotel Theresa (7th Ave. between
W. 124/125th Streets), and will take turns reading their favorite passages
from **The Autobiography of Malcolm X**. In addition, we're asking folks to
stop by during that 90-minute block to donate a new or gently used
copy of* *The
Autobiography**, which we will pass on to teens and young adults caught up

*Missing Person *We thank you in advance for whatever help or assistance
you can give my classmate. Timothy Hamlett left his home Friday, Dec. 26th,
and did not go where he said he would go. His phone was ping’ed in our
neighborhood and found by a couple of kids. He may have been spotted in the
157th train station and the 170th McDonalds. The family is extremely
concerned because he has been using sports supplements and they have been
affecting his personality. Timothy is a 20-year-old black male, 6’ tall. He
was wearing True Religion jeans, zip-up Adidas sneakers (blueish/purplish).

*Parent Engagement Opportunity: 2015 Community Education Council Elections*
The Community and Citywide Education Councils provide parents a voice in
public education and an opportunity to make a grassroots-level impact on
education policy. Elections take place every two years, and this year, the
DOE is engaging in a citywide effort to reach all parents and raise
awareness of these leadership roles, reflecting the Chancellor’s ongoing
commitment to engaging parents and families in the important work of
educating our children. Parents serve two-year terms on 36 Councils
throughout the City, including the Community Education Councils (CEC),
Citywide Council on High Schools, Citywide Council on English Language
Learners, Citywide Council on Special Education, and the Citywide Council
for District 75. CECs in each of the City’s 32 school districts are
responsible for approving school zoning lines, holding hearings on the
capital plan, and providing additional input on important policy issues.
Citywide Councils evaluate and advise on school policy concerning their

*Summer Library Travel Research Award *The CUNY Dominican Studies Institute
Library is pleased to announce its first Summer Library Travel Research
Award. This award will enable faculty researchers from colleges and
universities across the globe to take advantage of the unique resources of
the CUNY Dominican Studies Institute Library collections. The CUNY DSI will
provide three awards of $3,000 to help grantees defray travel and housing

every show in the festival for free; special professional guidance for
playwrights staging their first show to help them make their performance a

*Keep Yourself Safe from the ‘Flu: *Influenza is a seasonal respiratory
infection, most common during fall and winter, that causes fever and a
cough or sore throat. Influenza activity in New York City remains elevated
as of the NYC Department of Health and Mental Hygiene’s (DOHMH’s) latest
surveillance (for the week ending 02/14/15), with eight confirmed influenza
outbreaks in NYC long-term care facilities during that week. Thus far this
season, two influenza-associated pediatric deaths have been reported.
According to the federal Centers for Disease Control and Prevention (CDC),
the predominating flu strain circulating thus far this season is hitting
older people hard, with the flu-associated hospitalization rate among those
65 and older in early February the highest recorded since CDC began
tracking the rate in 2005. Children under age five have the second-highest
hospitalization rate thus far this season, with the rate in early February
about the same as during 2012-2013. *Vaccination is still the best
protection against influenza infection.* It is recommended for those aged
six months and older, and especially recommended for those at risk of
developing influenza-related complications. While it is best to get
vaccinated as early as possible, one can be vaccinated through late spring
-- there is still much time left in this flu season, and several different
flu strains sometimes circulate toward the end of the season. *For more

****ROADS & TRANSIT*** (2 items)*

*W. 215th Step Street Construction:* Beginning on/about the week of March 2
nd, demolition work will commence on the south side of the step street as
part of reconstruction project. The north side of the step street will be
re-opened to the public prior to demolition of the south side. Work to be
performed includes the demolition and reconstruction of the south side step
street staircase and the retaining walls. Additional work includes
installation of storm and sanitary sewers, granite block sidewalk on
Broadway, waterproofing of adjacent buildings, street lighting, new hand
railing, decorative bronze lettering on steps, concrete benches, a pre-cast
concrete bicycle channel, and landscaping/tree planting. Typical work hours
will be Monday – Friday, 7am - 5pm and Saturdays, 8am – 4pm (as needed).
DDC is committed to maintaining a work site that is safe and clean.
However, dust, noise and heavy equipment are common elements of
construction and we ask for your patience during the project. DDC monitors
construction operations and works within the DEP Noise Code regulations. For

*Two-Year Exit Closure on Harlem River Drive *Due to the reconstruction of
the Harlem River Viaduct, Exit 19 (East 125th Street) of the northbound

*Fund for Jewish Child Survivors *A new fund has been negotiated by the
Claims Conference with the German government to provide reparations
exclusively to Jewish Child Survivors of the Holocaust. Survivors who were
born January 1, 1928 or later, and were in concentration camps, ghettos, or
for at least 6 months under Nazi occupation in hiding or under false
identity, will be eligible to receive a one-time payment of approx. $2,500.
This fund became operational on January 1, 2015. Many Survivors will
receive the application in the mail. If you have not received an
application in the mail by the end of January, and you believe you are
eligible, please contact The Jewish Community Council of Washington Heights
