The legislative session in Albany finished late last night, and I am looking forward
to spending more time in the community. Below you will find summaries of four important
bills of mine that passed both houses this year, as well as information on a number
of community events occurring in the district over the next month. I am particularly
proud of my bills to help improve street safety by lowering New York City's speed
limit to 25 miles per hour, and to extend legal protection from sexual harassment
and discrimination to unpaid interns.

SPEED LIMIT REDUCTION, 3 OTHER IMPORTANT BILLS PASS BOTH HOUSES

Late yesterday evening, my bill A10144 to lower New York City's default speed limit
to 25 mph passed the Assembly. The Senate companion bill, S7892, passed early this
morning, so the bill is now bound for Governor Cuomo's desk to be signed. Three 
traffic deaths in one weekend led me to introduce legislation to lower the speed
 limit in January, and I have spent the legislative session working with city and
state elected officials, as well as advocates like Transportation Alternatives and
Families for Safe Streets, to lead this bill to passage. A pedestrian hit by a car
traveling at 25 mph is half as likely to die as someone hit by a car going 30 mph.
This reduction will save many lives every year, and make the city safer for all 
who inhabit it.

Last fall, an unpaid intern lost a case against her boss who sexually harassed her
because, as the judge ruled, unpaid interns were not covered under the New York 
State and City Human Rights Laws. Upon learning of this egregious oversight, I joined
Senator Liz Krueger in introducing a bill to extend the protections of the Human
 Rights Law to unpaid interns, who may be even more vulnerable than paid employees.
That bill, A8201, passed the Assembly last week, and two days later the Senate passed
its companion bill.

Recently, in response to the horrific attack on two young children in Brooklyn by
a mentally ill man, I introduced A10071. The alleged perpetrator had been out of
 prison for only 9 days after completing his sentence, and his parole officer was
apparently concerned about his behavior but unable to initiate swift proceedings
 to evaluate the offender's mental health. I firmly believe in restorative justice,
but in cases like this where a person is both mentally ill and dangerous-as well
 as recently released from prison-the only viable option may be institutionalization.
A10071 would empower local parole offices to make that determination, and initiate
the commitment review process swiftly. Now that my bill is on its way to the Governor's
desk, New York is one step closer to protecting both our mentally ill population
 and the community as a whole. This bill will not only empower regional parole offices
to help prevent tragedies like this one, but will mandate mental health planning
 for all mentally ill inmates about to be released. This will help to ensure that
the mentally ill are not allowed to slip through the cracks, and are given the services
they need to keep themselves and society safe.

Finally, I heard early this year from Teresa Arboleda, president of the Citywide
 Council on English Language Learners, about the difficulty of filling the designated
seat for the parent of an English Language Learner (ELL) on local Community Education
Councils. Parents of ELLs are often new residents of the city, and are not well 
informed about the school system or the ways parents can get involved in it. After
they have been here a few years and found these pathways to advocacy, their children
often test out of their ELL designation, rendering the parents ineligible. At Teresa's
urging, I introduced A8436 this year, to enable parents of former ELLs to serve 
on their local Community Education Councils in the designated ELL parent seat. This
bill, too, has passed both houses of the legislature, and will now go to Governor
Cuomo to be signed into law.

COMMUNITY UPDATES

Back in the city, I was honored to co-host Community Board 9's Senior Housing Forum
last weekend. If any of you were unable to attend or to get your housing questions
answered, I have a full-time housing specialist on my staff who is available to

This week I also submitted testimony to the Rent Guidelines Board, asking them to
freeze rent-stabilized rents at their current levels. Even a small increase can 
have a severe negative effect on a tenant living on a fixed income. As rents continue
to rise year after year, more and more tenants are losing their ability to afford
their rents. I am committed to supporting tenants and ensuring that New York City
remains a city that welcomes all; a rent freeze this year would help to achieve 
that.

Finally, I have recently received copious communication calling for the overturn
 of the Citizens United v. FEC Supreme Court decision. Last week I was proud to 
sign on to Assembly Member Matthew Titone's Full Assembly Resolution calling on 
Congress to pass a Constitutional amendment overturning that decision, and I will
continue to support efforts to tighten campaign spending laws in the meantime. Only
with sincere efforts to curb money in the political process can we achieve true 
reform.

Make Music New York is hosting its free annual participatory summer festival on

EDUCATION UPDATES

FREE SUMMER MEALS FOR CHILDREN

Children under 18 years old are eligible for free breakfast and lunch every weekday
all summer long. Free meals will be available at a number of locations in the district
from June 27th through August 29th. Children do not have to show ID or any other
 form of paperwork to receive a meal. Breakfast is served from 8:00 -9:15am, and

FREE SPORTS CAMPS

WITH RANDALL'S ISLAND PARK ALLIANCE

Applications are now open for this summer's sports camps with Randall's Island Park
Alliance (RIPA). This summer, RIPA will be hosting free soccer, baseball, soft ball
and outdoor careers camp for boys and girls ages 12-17 of all skill levels. Soccer
players will have a chance to learn soccer from New York State Red Bulls coaches
 and baseball and softball players will learn from coaches from CCNY and John Jay
all while self-confidence, sportsmanship, and the love of the game are encouraged.
Each child will receive a free t-shirt and soccer ball. Lunch and transportation
 will be provided; campers WILL be responsible for bringing his or her own glove
 and mouth guard. Camp is free of charge, however a serious commitment is required
from all participants. Priority admission will be given to children within neighboring

SUPPORT GROUP FOR JOB SEEKERS
St. Michael's Church is hosting a CareerSearchers support group for the unemployed
or those looking for a career change as well as improving job search skills. The
 support group alternates between having volunteer leaders offer topical workshops
and group discussion as well as support. CareerSearchers does not offer counseling,
however, they may be able to offer referrals to appropriate resources. It is free
to attend the group and no pre-registration is required. Meetings occur on Tuesdays

NYCHA-CUNY RESIDENT SCHOLARSHIP PROGRAM
& REGINA A. FIGUEROA SCHOLARSHIP DEADLINE APPROACHING

Scholarships valued at $1000 are available for public housing residents who are 
pursuing college degrees full time at any CUNY college. In order to be eligible 
for the NYCHA-CUNY Resident scholarship students must be authorized residents in
 NYCHA public housing apartments, have at least a 3.0 GPA, and be a current sophomore,
junior, or senior with a least another semester of classes left to complete. In 
order to be eligible for the Regina A. Figueroa Memorial Scholarship students must
meet the same criteria as the NYCHA-CUNY Resident scholarship program and have a

FREE ADVOCACY TRAINING CAMP

Apply today for this year's Liberation Summer camp! Run by American Friends Service
Committee, at this 4 week camp you will learn how to be a force for good in your
 community. You will focus on criminal justice and immigration advocacy. Young people
ages 16-24 are eligible to apply. Lunch will be served and a MetroCard and a small
stipend are available.

Camp meets July 14th though August 8th, Monday through Thursday 10am-3pm at 15 Rutherford
