A Note From Assembly Member O'Donnell

As many of you are no doubt aware, the New York State Budget for the 2014-2015 Fiscal
Year was passed on March 31, 2014. Before that date, I was pleased to receive thousands
of emails from constituents urging me to advocate on behalf of specific priorities.
This time of year always reminds me that I represent a district full of passionate
advocates who aren't afraid to tell me their thoughts-I love it! My staff and I
are working on getting a response to every constituent email. While that process
is ongoing, however, I want to take this opportunity to touch on a few of the topics
that concerned many of those who contacted me.

First, I was tremendously proud to vote in favor of a budget that increased the
maximum income limit for SCRIE (the Senior Citizen Rent Increase Exemption program)
from $29,000 to $50,000. New York City's government must officially accept the funding
for this increase, but I am optimistic that they will do so soon. I will be paying
close attention to when this change will be implemented, and I will certainly spread
the word when it is.

Next, while I had a number of serious misgivings about this year's final Education
Budget, it did include many items I strongly support. I could not vote against so
many important sources of increased funding for all of New York State's children,
including a $1.12 billion increase in school aid across the state, $341 million
a year for five years for New York City's universal pre-k initiative, $190 million
a year for after-school programs in New York City, and the first increase in TAP
funding in 14 years. I also voted in favor of a reduction of emphasis on the Common
Core-aligned curriculum rollout, including the prohibition of standardized tests
before third grade, the reduction of our reliance on test scores for promotion
and admissions decisions, and the limitation of class time spent on test preparation.

Finally, I voted for more stringent student privacy laws, something that I have
been seeking for a long time now, including through my own legislation, A6059. While
the privacy provisions in the budget may not match exactly what I had envisioned,
they have established several new layers of protection for students and districts,
and sent a clear message to the New York State Education Department that we will
not allow them to do whatever they like with student data.

Overall, while I was disappointed that this year's final budget did not stay as
close to the Assembly's Budget proposal or my own ideal, I am proud to have contributed
to distributing $140 billion in funds to many worthy causes and organizations. I
hope you will continue to keep in touch about your priorities so that I can enter

JOIN ASSEMBLY MEMBER O'DONNELL'S 11th ANNUAL

COMMUNITY READING CHALLENGE!

Assembly Member O'Donnell's Eleventh Annual Community Reading Challenge kicked off
on April 14th! Visit Assembly Member O'Donnell's office or a participating library
to join this exciting community event.

This year's theme is Reading Saves the Day, which will celebrate and honor historical
and living heroes. For the Challenge, grades Pre-k though 8 will be provided with
a book list, reading log, and a list of suggested activities and events that Assembly
Member O'Donnell hopes will inspire them to overcome challenges in their own lives.
These materials can be picked up starting at the end of March in Assembly Member's
Community Office, located at 245 West 104th Street, or at the participating libraries-Morningside
Heights, Bloomingdale, or George Bruce Library.

To celebrate children's involvement, the Challenge will culminate in three book
festivals in May. Join us for these book parties filled with food, special author
guests, free books, prizes, and lots of fun! Details, including dates and locations,
about the festivals will be included in the next Monthly Update and in the Challenge

SUMMER YOUTH EMPLOYMENT PROGRAM (SYEP) APPLICATION DEADLINE IS APRIL 25TH

The deadline to apply for the 2014 Summer Youth Employment program is April 25,
2014. SYEP is a six-week summer employment program open to youth between the ages
of 14 and 24. Participants work up to 25 hours a week from July to August in a variety
of entry-level jobs, including at government agencies, hospitals, summer camps,
nonprofits, small businesses, and retailers. For questions regarding the application

PUBLIC PRE-K APPLICATION DEADLINE IS APRIL 23RD

As a result of successful state budget negotiations, new full-day, public school
pre-kindergarten (pre-k) programs will be available this September! Children born
in 2010 who live in New York City are eligible for free pre-kindergarten programs
at public schools and community-based organizations. For a list of these new full-day

OPPORTUNITY MUSIC PROJECT APPLICATION DEADLINE APPROACHES

The Opportunity Music Project (OMP) provides children of low-income background with
private music lessons, mentoring, chamber orchestra, and performance experiences
twice a week during the school year. All lessons are taught by Juilliard-trained
faculty and professional musicians. Every student from a family at or below the
NY state poverty line receives a full scholarship and a brand new instrument to
take home. Higher income families pay full tuition: all proceeds subsidize the scholarship
program. Students can apply for OMP any time this year, however all applications
are due on or before April 30th, 2014, to be considered for the Fall 2014 academic

VOLUNTEER WITH BEHIND THE BOOK

Education non-profit Behind the Book is seeking volunteers for their classroom visits.
Behind the Book motivates students K-12 in underserved public schools to become
engaged readers by bringing authors and their books into individual classrooms.
Volunteers provide one-on-one and small-group support to the students during writing
workshops. As a volunteer, you may:


* assist students in crafting stories, writing essays, and/or producing other art
and writing projects;
* take photographs of the classroom in action, which will be posted on Behind the
Book, sponsor web sites and in mailings.

No previous experience working or volunteering in classrooms is necessary as Behind
the Book and school staffs are present in the classrooms at all times and will be
there to help guide you. Each classroom visit lasts from one-and-a-half to two hours.
