A Note from Assembly Member O'Donnell

Welcome to fall! I'm pleased to report that there has been a new, encouraging development
in the fight against the highly risky drilling practice known as "hydrofracking"
in New York State. Recently, the Department of Environmental Conservation (DEC)
announced that it would be conducting a full study of the potentially grave impact
of the process on public health. I, along with other Assembly leaders in the fight
against hydrofracking, such as Assembly Member Barbara Lifton, had advocated for
this measure in last year's budget and we are very pleased to see DEC is now taking
this concern seriously. With this study, the review for the hydrofracking process
will be required to include at least one additional public hearing, and hydrofracking
will be removed from the immediate horizon for our state. However, this does not
yet mean that hydrofracking will never be permitted, so I will continue to work
to prevent this possibly devastating process from occurring in New York State.

In our community, I recently testified at the NYS Department of Health's Public
Health and Health Planning Council hearing on September 20th regarding the proposed
new Jewish Home Lifecare facility on West 97th Street. Like many of our neighbors
who spoke at the hearing, I shared my deep concerns regarding many aspects of this
project with the Council, including the potentially large impact on public safety
and health this new structure could have. Unfortunately, while the Council accepted
the comments, its members stated that many of the concerns are out of their purview
as a state-level agency. These issues must now be addressed at the New York City
governmental level.

I encourage you to attend the second of my two annual Community Health Fairs on
Saturday, November 3rd, at the Children's Aid Society's Frederick Douglass Center
(885 Columbus Ave. @ West 104th Street). Many helpful organizations with be in attendance,
providing both free health services and information. There will also be a free raffle
with donated prizes from local businesses! For a list of the attending organizations
and more detailed information, please see the box below.

As always, should you need assistance or information, my Community Office is open
and ready to help from 9AM - 5:30PM. With the Assembly not currently in session,
I am in my Community Office most days and want to help any way I can. Feel free

Free Transportation Program for Seniors and the Disabled

The New York Foundation for Senior Citizens has started the Freedom Van, a free
transportation program for seniors 60 and older, as well as the disabled of any
age in Manhattan.

The van will transport passengers to and from medical appointments, hospitals, shopping
centers and recreational activities!

attorney.

Fall Education Updates

- The middle school and high school admissions processes for next fall are already
underway! For more information on related issues, visit schools.nyc.gov and click
on the Choices and Enrollment section.

- District 3's Middle School Fair will occur Thursday, October 4th, from 5:30-7:30pm
at P.S. 163 (163 West 97th Street).

- The deadline to register for the Fall SHSAT (Specialized High School Admissions
Test) and LaGuardia High School audition is October 10th.

- The Manhattan High School Fair will occur on October 13th and 14th, from 11am
to 3pm, at the Martin Luther King, Jr., Educational Campus (122 Amsterdam Avenue).

- December 3rd is the last day to submit Round 1 High School Applications.
