The EPA's new plan requiring wastewater treatment plants to report on
their greenhouse-gas emissions is almost certainly a first step towards
regulations on those emissions. The proposed rule specifically says it's
only a reporting requirement for now -- but reporting frequently
precedes regulation. If and when regulation of those gas emissions
becomes a reality, we expect that many plants will need to consider
lagoon covers and tank covers to help reduce the release of methane and
other gases. Methane, fortunately, can be captured and re-used to
provide heat and energy, both of which are heavily used in most
wastewater-treatment plants. The process of sludge digestion, thus, can
be turned into a revenue-neutral process -- or even a profit center.
