One thing that may be confusing in the original diff is that in the old
english.php, the text strings $LANG28[18 / 19 / 20] existed twice, i.e.
it looked like

        18 => 'cancel',
        19 => 'delete',
        20 => 'save',      
        18 => 'cancel',
        19 => 'delete',
        20 => 'save',      

Of course, we only need each string once.
