[geeklog-translations] Geeklog 1.3.8rc1 is out

I've written a small tool to help translators to see the status of their
translation.  It's really basic and only compares the number of strings
in the language files, but helpful nonetheless.  Script is attached. 
You can see it in action on my 1.3.7sr2-site:
