[geeklog-devel] Staticpage Configuration

Is everyone ok with combining these two feature requests to use the same
configuration drop downs or does someone have a better suggestion, or think
there will be situations where someone will want them separated?

0000979: Control Static Pages search results

0000908: Allow Static Pages to be included in the What's New Block

My plan is to add these 3 options to the staticpage plugin config and make
them apply for both Search Results and the What's New Block.

- disable search for static pages entirely (default: enabled)
- whether or not to include centerblocks (default: don't include)
- whether or not to include pages that use PHP code (default: don't include)
