  Update to comment library to better handle creating content url from plugin

For #1022. Only partial fix as articles with pages still does not display properly if comment on last page and you change how comments display.

- Removed old custom filemgmt code for  comments. It now can support new plugin_getcommenturlid_foo function
- plugin function plugin_getcommenturlid_foo now depreciated and now requires an id passed to it for Geeklog 3.0.0
