  Added PLG_searchFormat Plugin API to allow plugin to format search results

Added new plugin API PLG_searchFormat to allow plugins to format the search results for title and description if needed. Needed for forum to remove BBCode. See: https://github.com/Geeklog-Plugins/forum/issues/78
