  Updated Default Setttings for HTMLawed

For issue #1031 updated htmlawed keep bad html tags setting.  It now is set by default to remove tags but neutralize element content if text (pcdata) is invalid in parent element

  Updated Saving of Articles that go to the Submission Queue

Article submissions on save now strips out any HTML tags that the user does not have access to (just like it does if the article submission queue is not enabled).

This is the same way comments works as well.
