  Updated Install to use Geeklog Error Reporting Setting and now sets constant GL_INSTALL_ACTIVE

For feature #982

Added Geeklog Installer Constant GL_INSTALL_ACTIVE so Geeklog would know when installer is accesing its libraries.

Geeklog Installer now uses Geeklog PHP error reporting settings. This covers most part of the install (but not all).

Fix so config option site_enabled will not affect the Geeklog install itself. Also added reminder message on success page to reenable the site if needed.
