  Fixed recent_post_anchortag Template Tag for Articles and renamed to recent_comment_anchortag

{recent_post_anchortag} is not used in core themes anymore but updated to {recent_comment_anchortag} and now returns link to comments when comments found (before just returned text for info on last comment). When not comments found returns a post a comment link.

New template variable {recent_comment_info} returns just text info now.
