  Mobile Blocks fix for Dynamic Blocks

Fix for Mobile Detect for blocks when dealing with Dynamic blocks. If
device is not set for a block (dynamic or otherwise), Geeklog will
display it on all devices. Fix for #683

  Temp Fix for Email Sending problems When in another language

Temp fix for #684 until better solution found. Deals with problem of the
email subject being converted by COM_emailEscape (when it uses
iconv_mime_encode) in COM_mail.
