*ZONE DEFENSE: "Candidates for Charles Rangel's Seat Pan Bill de Blasio's
Affordable Housing Plan," by Observer's Will Bredderman: *"Three candidates
competing for the soon-to-be-vacant seat of retiring Congressman Charles
Rangel trashed Mayor Bill de Blasio's affordable housing plan at a debate
tonight-all of them arguing that most of the new units produced would still
be out of the price range of the district's constituents.

"Former Assemblyman Adam Clayton Powell IV, sitting Assemblyman Guillermo
Linares and Obama and Clinton administration veteran Clyde Williams took
turns kicking the mayor's proposed citywide rezoning plan at the Uptown
Community Democrats candidate forum in Washington Heights. Mr. de Blasio's
mandatory inclusionary housing proposal would obligate all developers to
include below-market apartments in new projects, either 25 percent for
those earning an average of $46,600 for a family of three, or 30 percent
for tenants making $62,000 for a three-member household."
