For too long our country has adhered to failed and outdated policies
towards Cuba. We’ve prevented the free flow of democratic principles, ideas, and
culture from reaching Cuba, and deprived the people of both our countries
of the economic benefits of trade.

As our country stands on the precipice of normalizing relations with
Cuba, I am proud to have led the fight that got us here. In my time in
Congress, I have introduced several bills that would open up trade and tourism with
Cuba- our closest Caribbean neighbor and a country I have grown to love.
In fact, the new rules for our government’s relationship with Cuba are built
on legislation I first introduced more than a decade ago.

These new rules won’t only benefit Cuba. Opening trade with Cuba can help
lift American exports from 924 million dollars to 1.2 billion dollars. In
total, the U.S. International Trade Commission has estimated that America
loses $1.2 billion every year from this trade embargo. We can do better than
sticking to outdated Cold War policies that benefit no one.
When I was in Havana for the announcement that our two countries would be
moving towards normalizing relations, I was proud to be an American that
supports opening up our country’s relationship with Cuba. And again last week
in Panama, at the Summit of the Americas, I was proud to witness the
historic exchange between President Obama and President Castro. But most of
all, _I’m proud to have supporters like you by my side throughout the years as
I’ve led the fight to have a more free exchange of goods and ideas with
Cuba._

I have re-introduced my bill, the Free Trade with Cuba Act, to reflect
where our two countries stand now. I first introduced this bill in 1993- more
than 20 years ago- but am optimistic that now is the time it will become
law. Many of my colleagues have joined me in this effort to tear down this
barrier and make history, but we need more members of Congress to sign on.
