A Note from Assembly Member O'Donnell

Happy New Year! With the arrival of 2014, I'm preparing to return to Albany for
the coming legislative session. And of course, trying to stay warm in the record-breaking
cold! As a reminder, we are currently in the middle of "heating season" for NYC
apartments. This means that during the day (between 6AM and 10PM), by law your landlord
must keep your apartment at least 68 degrees Fahrenheit if the outside temperature
is below 55 degrees. At night (between 10PM and 6AM), the apartment must be kept
at least 55 degrees Fahrenheit when the outside temperature falls below 40 degrees.
If you have any questions about this or you believe your building is inadequately
heated, please feel free to contact my office - my staff or I will be happy to answer
questions and help you assert your rights.

about my work both in our Community and in Albany, as well as regarding the upcoming

ANNUAL BOOK DRIVE

Assembly Member O'Donnell's annual Children's Book Drive to benefit Project Cicero
has begun and will run through the end of February! Last year, the drive collected
over 2,000 books - help him beat that record!

Project Cicero distributes books to under-resourced New York City public schools,
homeless shelters, community centers, juvenile detention facilities, and preschool
and after-school programs. On their behalf, O'Donnell's office will be accepting
new and gently used books in excellent condition at early-reader to high school
reading levels. Project Cicero does NOT accept textbooks, books for adults, or
discarded books from school libraries, so the Com­munity Office is also unable to

NYC PUBLIC SCHOOL
KINDERGARTEN APPLICATION DEADLINE AND INFORMATION SESSIONS


>From Monday, January 13th, to Friday, February 14th, parents from across all five

boroughs will be able to enroll their child in kindergarten for September 2014 using
the online tool, Kindergarten Connect. If you need to apply in a language other
than English, please submit your application over the phone (718-935-2400) or in
person at one of the Borough Enrollment Offices. The website will be accessible

demystifying the kindergarten application process. The event will be held at the
District 3 Headquarters (154 West 93rd Street btw. Amsterdam & Columbus) from 6:00
- 8:00 PM. Come speak with representatives from the DOE, learn about deadlines for
applications, and about additional workshops in District 3 where computers and support
staff will be provided.

Additionally, Manhattan-wide information sessions will be held at The High School
for Fashion Industries (225 West 24th Street, 10011) on Thursday, January 9th, from
5:30 - 7:00 PM, and at P.S. 161 Pedro Albizu Campus (449 West 133rd Street, 10027)
on Friday, January 17th, from 9:00 - 10:30 AM.

FREE HISTORY TALK

A free history talk with be held at Congregation Ansche Chesed (251 West 100 Street)
on January 13th, starting at 6 PM. Sponsored by the Bloomingdale (formerly Park
West) Neighborhood History Group and the Columbus Amsterdam Business Improvement
District, the talk will trace the path of the Congregation from its 19th Century
founding on the Lower East Side to the laying of its cornerstone in 1927 at West

YOUTH WRITING CONTEST

The Youth Voices Network at Day One is hosting its 6th Annual Writing Contest for
New York City youth between 12 and 24 years old. Submissions of poems, short stories,
essays, slam poetry or other performance pieces should reflect on the theme "What
do you need to feel safe?" Poems should be no more than 4 pages double-spaced and
essays/short stories should be no more than 8 pages double-spaced. All documents
must be a DOC, DOCX, or PDF. Performance pieces should be no more than 5 minutes
long and must be uploaded to a web service (e.g. YouTube, Soundcloud) and sent as

WINTER COAT DRIVE
FOR NEW YORKERS IN NEED

New York Cares is currently accepting donations of new or gently used winter coats
for in-need populations around the city. Coats will be accepted until February 7th
and can be dropped off at many locations in our community, including local police
precincts.

Donations are tax-deductible and financial support for the Drive is also welcome.

GRANTS AVAILABLE
TO OFFSET COLLEGE TOUR COSTS FOR LOW-INCOME STUDENTS

Through the College Access Challenge Grant program, the New York State Higher Education
Services Corporation (HESC) will administer sub-grants of up to $45,000 for organizations
that provide college tours to low-income students. The tours are to be provided
by schools, not-for-profit agencies, and community-based organizations that work
directly with at-risk populations and populations that are traditionally underserved.

FREE SUMMER ARTS INSTITUTE

Students entering grades 8 - 12 in September 2014 can apply to attend the Summer
Arts Institute-a free, four-week intensive arts program to be held at Frank Sinatra
School of the Arts High School (35-12 35th Ave, Queens, NY) from July 7th - August
1st. Applications will be accepted until February 14th. Students can apply to major
in dance, theater, vocal music, instrumental music (band), film, visual arts, or
orchestra (strings). An experienced staff of teachers and artists will guide students
in developing their skills and creativity as they prepare for their next level of
study. The program is designed for students at an intermediate or advanced level
of study in their chosen art form. Admission to the program is by application and
competitive audition. Students may mail or hand-deliver hard copy applications or
