Dear Neighbor,

I was proud to stand with you on September 17th against the proposed construction of a new nursing home on West 97th Street by Jewish Home Lifecare. While I think our testimonies accurately reflected the many risks this project threatens to impose on our community, I know there are many who did not get a chance to make their sentiments heard that evening.

To this end, I am calling upon Acting Director Charles Abel to host another hearing and ensure that all interested stakeholders have an opportunity to testify. I have attached the letter I wrote to Mr. Abel for your convenience, and the text can be found below. The dangers of lead poisoning, learning impairment, construction debris, and much more are too great to allow. I will continue to fight to protect our community, especially those at P.S. 163 who are closest to the construction, from this hazardous proposal.

Very truly yours,

Daniel O’Donnell

Mr. Charles P. Abel
Acting Director
Division of Health Facility Planning
NYS Department of Health
Corning Tower, Room 1805
Albany, New York 12237

Dear Mr. Abel:

I write to request that the Department of Health conduct another public
hearing on the Draft Environmental Impact Statement for Jewish Home
Lifecare's West 97th Street construction proposal. As you know, I believe
the construction of this proposed nursing home has the potential to have
an extremely detrimental effect on my community and in particular on the
children attending P.S. 163, which directly abuts the proposed
construction site.

I submitted testimony at the September 17th, 2013 Public Scoping Meeting,
and I was proud to see many of my neighbors submit testimony as well. My
neighbors and I detailed the many problems this construction would
present, including increased pollution and grave danger of lead poisoning,
a loss of open space, and a possibly severe impact on the cognitive
function and emotional stability of P.S. 163 schoolchildren.

There is incredible distress in my community about this project and I
believe not everyone has been given the chance to share their concerns.
With this in mind, I ask that you conduct a second hearing to allow full
community input on this proposal.

Very truly yours,

Daniel O'Donnell
