A Note from Assembly Member O'Donnell

As schools wind down for the year and we all start thinking about our hot-weather
plans, the Assembly is gearing up for its last few weeks of session. I'll be in 
Albany focusing on my final legislative priorities for the year during most of this
month, but I'm looking forward to returning to my Community Office for the summer!

One of my first priorities this year, Assembly Bill A833, was just passed by the
 State Senate on May 29th after having been passed by the Assembly in March. It 
will now go to the Governor's desk for consideration. This bill was designed to 
help an essential school parent body, the Citywide Council on English Language Learners
(CCELL), maintain full membership and be better able to advise the Department of
 Education on issues related to English Language Learners (ELLs). At the moment 
only parents of current ELLs are eligible to serve, and most ELL children rapidly
test out of that designation. My bill would allow parents to serve for two years
 after their children lose ELL status, expanding the number of eligible members 
and ensuring that parents who develop expertise both on the Council and in the schools
can continue to serve. I am optimistic that this bill will be signed into law soon,
and that parents will be better able to advocate on behalf of ELLs across our city.

In our community, my 10th Annual Community Reading Challenge just finished, and 
I am delighted to report that it was my most successful to date! Children in my 
district read books about diversity and anti-bullying, and then joined me for three
fun-filled Book Festivals at neighborhood libraries. At the Festivals we enjoyed
 delicious donated food from many local grocery stores, as well as great readings
from author and NFL player Trevor Pryce, author Artie Bennett, and illustrator Andrew

My Community Office is now running my annual Cell Phone Drive to benefit senior 
citizens and victims of domestic violence, so be sure to drop off any old cell phones
this month! Look for more information on the drive later in this update. Additionally,
watch out in my next newsletter for details about my annual Community Health Fair
in August!

EDUCATION UPDATES

- The NYC Department of Education (DOE) will mail decision letters for public school
pre-kindergarten (pre-k) applicants the week of June 3rd. The pre-registration period
for families is Wednesday, June 5th through Wednesday, June 19th. Families will 
be directed in their offer letter to contact the school to arrange a time to pre-register
if they wish to accept their offer. Parents/guardians must bring their child and
 a number of required documents to pre-register. For more information on this process,

 will forfeit their offer.

- Because the Department of Education and the United Federation of Teachers did 
not meet a state-imposed deadline to agree on controversial new plans for teacher
evaluations, State Education Commissioner John King has stepped in. On June 1st 
his plans were announced and reactions have been many and varied. You can view the

- After a lengthy lawsuit, parents have prevailed and the DOE has agreed to a shortened
timeline for removing dangerous polychlorinated biphenyl (PCBs) from light fixtures
in the schools! Instead of finishing the removal in all city schools by 2021, it
 will be completed in the next 3.5 years. According to New York Lawyers for the 
Public Interest, who filed the lawsuit, over 1,200 schools may be PCB-contaminated.
Their exhaustive list mentions 11 schools in the 69th district, two of which have
potentially contaminated caulk (P.S. 9 and M.S. 243), and nine of which have non-leaking
PCB lights (J.H.S. 54, P.S. 75, P.S. 84, P.S. 87, P.S. 145, M.S. 247, M.S. 250, 
West Prep Academy, and Mott Hall II).

FREE SERVICES for YOUNG CHILDREN

Children's Aid Society Frederick Douglass has ongoing registration for its "Early
Childhood Program" for children between the ages of 3 and 4. Among the many wonderful
services provided are:

Nutritious breakfast, lunch, and snacks * Age-appropriate educational activities
 * Movement and exercise activities * Individualized planning * Referrals for special
needs * Readiness for transition into kindergarten * Parent workshops and events
 * And much more!

individual who needs to call 911, including seniors or victims of domestic violence.

P.S. 75 SPRING FAIR 2013

Come help support P.S. 75 at the school's annual Spring Fair! The event will include
craft activities, bouncy rides, DJ music, an international food court, local vendors,
a rummage sale and much more. This year's theme is Carnaval, and will celebrate 
African culture in the Americas. Samba dancers, Dominican African music and a Brazilian
style parade will be highlights of the day's event. This year's fair will be held
on 96th Street in the Big Yard Playground near Riverside Drive, rain or shine, on
Saturday, June 8th, from 11:30AM to 3:30PM.
