Manhattan Borough Presidents
Each of the
five boroughs in New York City
has a president. It is a modest job with the power to advise on developments
and appoint members to city boards, including community boards in the borough. Some, like the Manhattan
borough president, Scott Stringer, have used it as a base to run for higher
office — in his case, comptroller.Four
excellent candidates are fighting to replace Mr. Stringer. Three are City
Council members: Gale Brewer, from
the Upper West Side; Jessica Lappin, from the Upper East Side and Roosevelt
Island; and Robert Jackson, from Harlem and
Inwood. The fourth is Julie Menin, who headed the community board in Lower Manhattan for seven years.
 
Gale Brewer stands out, even in this impressive field. Ms. Brewer
most recently was the guiding force behind the city’s humane new sick leave
policy of five days a year for most workers. She promises to focus the office
on helping constituents, like those who will almost certainly be confused next
year about health care reform, and to work for more affordable housing in new
developments. As she has in the past, she plans to hire interns who go on to
become more responsible leaders or simply better citizens. Ms. Brewer is too
rare a public official to retire. We endorse her for Manhattan borough president.
