Dear Friends,
Season's Greetings. I have just returned from a trip to the Home of Participatory
Budgeting (PB), Porte Alegre, Brazil, which was sponsored by the World Association
of Major Metropolises. What I learned there reinforced my belief that we have made
the right decision by bringing PB to our district - one of only four Council districts
that are pioneering this initiative.

as either a budget delegate or a volunteer.
Porto Alegre began its PB initiative in 1989, and it has continued to the present
day, uninterrupted and with great success. At the conference, the Mayor of Porto
 Alegre, Jose Fortunati, along with other community advocates and leaders from around
the world shared their experiences with PB, and were thrilled to learn that New 
York is now the second city to implement this initiative in the United States.
As we know from our own PB meetings here in District 8, PB encourages citizen engagement
and increases civic awareness, by giving community members the power to brainstorm,
develop and vote on new infrastructure projects for our community.
Time will tell how successful we have been, but you should know that I learned a
 great deal from Chicago Alderman Joe Moore, the first elected official to bring
 the PB process to the United States. He is now in his third year of participatory
budgeting and shared valuable insights on making PB work, especially when it came
to maximizing community involvement.
