A representative from New York State Division of Housing and Community 
Renewal (DHCR) — the state agency responsible for authorizing rent 
increases for rent controlled tenants,

and

A tenant advocate from Housing Court Answers.

Topics for discussion will include:
• The Maximum Base Rent (MBR) system;
• Fuel cost adjustments;
• Retroactive charges;
• The difference between Maximum Base Rent (MBR) and Maximum Collectible 
Rent (MCR); and
• How to prevent rent increases when your landlord fails to provide you 
with essential services.
